CARI Signs Performance Management Compliance Framework with the Government of Liberia

MONROVIA, Liberia — July 26, 2025 The Central Agricultural Research Institute (CARI), Liberia’s premier agricultural research institution, has formally signed onto the Government of Liberia’s Performance Management Compliance System (PMCS), solidifying its commitment to institutional accountability, transparency, and results-driven governance. This is the Director General of CARI's second signing of the pages.

The signing ceremony took place in Monrovia and was attended by representatives of key government agencies, development partners, and institutional leaders dedicated to strengthening Liberia's public sector performance framework. Dr. Arthur Bob Karnuah, Director General of CARI, signed on behalf of the Institute, affirming CARI’s readiness to align with national performance benchmarks and to promote a culture of excellence in public service delivery.

“This milestone marks a strategic turning point for CARI,” said Dr. Karnuah. “By signing the PMCS framework, we affirm our accountability to the Liberian people and our dedication to impactful agricultural research and innovation. Our role extends beyond research; this is about transforming systems, ensuring efficiency, and contributing meaningfully to Liberia’s development agenda.”

The Performance Management Compliance System is part of a broader national initiative spearheaded by the Civil Service Agency (CSA) and other government institutions, aimed at enhancing operational performance, institutional effectiveness, and service delivery across all public entities. By adopting the framework, CARI joins a growing number of agencies committed to measurable results, annual performance reporting, and rigorous institutional assessment.

CARI’s participation signals its deepening commitment to agricultural transformation through research excellence, stakeholder engagement, and strengthening internal systems. The move complements ongoing efforts to increase project visibility, support smallholder farmers, and introduce sustainable farming innovations across the country.

As Liberia intensifies its efforts to professionalize public institutions, the inclusion of agricultural research in national performance systems underscores the pivotal role of food security and agricultural development in the country’s socioeconomic advancement.
