ICAR and CARI Sign Landmark MoU to Strengthen Agricultural Research and Education to Boost Food Security
MONROVIA, Liberia – The Indian Council of Agricultural Research (ICAR) and the Central Agricultural Research Institute (CARI) have signed a landmark Memorandum of Understanding (MoU) to advance cooperation in agricultural research and education, marking a new chapter in bilateral collaboration between India and Liberia.
The signing ceremony, held at the Embassy of India in Monrovia on September 8, 2026, brought together senior representatives from both institutions. Dr. Mangi Lal Jet signed on behalf of ICAR, while Dr. Arthur Bob Karnuah, Director General of CARI, represented Liberia’s premier agricultural research body.
Following the event, Ambassador of India to Liberia, His Excellency Manoj Bihari Verma, welcomed the agreement, stating: “We are pleased that the MoU has been signed and look forward to continuing work with CARI and other stakeholders to translate this into outcomes as envisaged in the MoU.”
CARI expressed profound appreciation to the Government of India and ICAR, describing the agreement as a milestone opportunity for collaboration. The Ministry of Agriculture and CARI emphasized that the benefits of this cooperation are “countless,” spanning scientific research, technology exchange, skills development, training programs, and manpower capacity building.
Dr. Karnuah lauded the Ambassador and reaffirmed CARI’s commitment to a fruitful partnership, noting that the collaboration will help develop research capacity, improve agricultural production, and strengthen food security in Liberia.
Founded in 1929, ICAR is India’s apex body for agricultural research and education, headquartered in New Delhi. It coordinates 113 institutes and 74 agricultural universities, making it one of the largest national agricultural systems in the world. Originally established as the Imperial Council of Agricultural Research based in New Delhi, ICAR has played a pioneering role in India’s Green Revolution, boosting food grain production and ensuring national food security. Its mandate spans crop science, horticulture, fisheries, animal sciences, agricultural engineering, natural resource management, and extension education.
The newly signed five-year MoU represents a significant step in fostering South-South cooperation, positioning Liberia to benefit from India’s vast expertise in agricultural innovation and education. It is expected to lay the foundation for long-term collaboration that will enhance research capacity, empower scientists, and drive sustainable agricultural transformation across Liberia.
